On-site dialogue: ADB representatives met with residents inhabiting the area near CHPP-2 named after A.Zhakutov

On 3 July 2025, as part of the implementation of the Asian Development Bank (ADB) Accountability Mechanism program, a meeting was held between the bank’s Working Group, ADB Board of Directors members and residents of the Energosroitel, Teploenergetik, and Bastau-Nurka gardening associations, as well as residents of the 13th microdistrict adjacent to the construction site of the Almaty CHPP-2 Modernization Project.

On behalf of AlES JSC, the meeting was attended by employees responsible for implementing the project’s complaint handling mechanism. The purpose of the event was to discuss issues related to the availability of feedback channels for local residents living in the project’s area of influence.

Preceding the meeting with the population, ADB representatives conducted field monitoring of residents’ living conditions, discussed the level of awareness of the available channels for submitting complaints, as well as the accessibility of mechanisms for interacting with the project customer and contractor.

Particular attention was paid to explanatory work. Residents were told in detail about the existing opportunities for submitting complaints and suggestions:

  • the official websites of Samruk-Kazyna JSC, Samruk-Energo JSC and AlES JSC;
  • the hotline of an independent operator;
  • the blog of the Chairman of the Board of AlES JSC;
  • channels for contacting the company’s Ombudsman;
  • special boxes for appeals, installed at the checkpoint of the construction site.

The Almaty CHPP-2 Modernization Project is being implemented in compliance with international standards and principles of sustainable development. Transparency and community engagement are important priorities for the CHPP-2 modernization project. The accountability mechanism serves as a feedback tool, allowing every party – from residents to representatives of large financial institutions – to be heard.

“We are confident that open dialogue and trust between all project participants contribute to more sustainable development and decision-making that takes into account the interests of both society and the environment,” noted the ADB working group.
