JSC “Almaty Electric Power Stations” (JSC “AlES”) (RK, 050002 Almaty, Dostyk Ave., 7) announces a competition to select the contractor(s) of hot food services for employees of the production departments of B.Orazbayev CHP-1, A.Zhakutov CHP-2, CHP-3 JSC “AlES”.
The start of accepting applications is from 9:00 a.m. on October 12, 2021, and the end of accepting applications is on October 18, 2021 until 17:00 p.m.
Acceptance of applications and documents attached to them for participation in the competition, as well as registration of participants of the competition are carried out by a special commission created in JSC AlES in the registration log, at the address: 050002, Almaty, Medeu district, Dostyk Ave., 7, office 123.

Information about the facility where it is planned to provide hot food services:
To provide employees of the production departments of B.Orazbayev CHP-1, A.Zhakutov CHP-2, AlES JSC CHP-3 with hot meals, AlES JSC provides temporarily vacant premises located on the territory of the production departments of B.Orazbayev CHP-1, A.Zhakutov CHP-2 free of charge, CHP-3 of JSC AlES at the following addresses:
CHPP-1 named after B.Orazbayev – 433 Seifulin Ave., Almaty. A room with a total area of 123.55 sq.m.;
A.Zhakutov CHP-2 – Almaty, m-on Algabas, 7 str., house 130. The room has a total area of 290.3 sq.m.;
CHP-3 – Almaty region, Ili district, Otegen Batyr village, Battalkhanova str., 20. Premises with a total area of 93 sq.m.
The premises will be provided for a period of “3” years.
Requirements for a potential service provider:
The contractor in his work should be guided by the requirements of the current ISO 9001, ISO 14001, ISO 45001 standards and the current international standard ISO 22000 (ST RK ISO 22000) “Food safety management system”, as well as the requirements of the Decree of the Government of the Republic of Kazakhstan dated November 29, 2000 No. 1783 “On approval of the Instructions on the quality and safety of food raw materials and food products”, Order of the Minister of Health of the Republic of Kazakhstan dated April 23, 2018 No. 186 “On approval of Sanitary Rules “Sanitary and epidemiological requirements for public catering facilities””, internal regulatory documents of the Company and other NPA of the Republic of Kazakhstan.
In order to provide high-quality services, the contractor is obliged to attract qualified specialists corresponding to the position with the appropriate level of professional training and qualifications.
The following general requirements are also imposed on the Contractor’s staff:
knowledge of regulatory and governing documents related to their professional activities;
having a common culture and observance of professional ethics of behavior by service personnel, compliance with sanitation requirements, rules of personal hygiene and workplace hygiene;
compliance with all requirements of labor and industrial discipline, compliance with the rules and norms of labor protection, safety, industrial sanitation and fire protection, which operate on the territory of the Republic of Kazakhstan;
the presence of a chef, chefs in the number of 2 people, an administrator who will monitor the organization of the dining room on the PD, as well as the correct preparation of the menu, the presence of dishwashers, a cashier.
During the entire period of service provision, the contractor must improve the qualifications of the staff by ensuring that appropriate courses, trainings, seminars, etc. are conducted for the staff.
In order to comply with mandatory requirements for the quality of services, safety for life, human health, the environment and property in accordance with established state standards, sanitary and fire regulations, as well as other technological and regulatory documents for the period of provision of services, the contractor is obliged to:
ensure timely passage of its employees for medical examination and laboratory examination in accordance with the requirements of sanitary norms and rules;
provide your employees with sanitary clothing: bathrobes, jackets, aprons, caps, scarves, armbands, etc., which should protect products from the possibility of contamination with microbes from employees’ personal clothing, while the form of clothing must be previously agreed with the head of the household;
ensure daily change of sanitary clothes, prevent employees from visiting the restroom in sanitary clothes, store dirty clothes separately;
provide your employees with the necessary personal protective equipment (glasses, respirators, gloves, etc.), depending on the specifics of the work, detergents and disinfectants in accordance with industry standards;
To keep the facility clean, as well as to ensure timely removal and disposal of garbage from the Company’s facility, and cleaning with detergents, in accordance with the register of substances approved for use in the Republic of Kazakhstan.
The contractor must ensure that the cost of food is below market prices. In case of an increase in the cost of food, the Contractor and the Society may reconsider the cost of food.
Individuals and legal entities are allowed to participate in the competition, which must provide, within the prescribed time frame, including, but not limited to the following documents:
application for participation;
for an individual – a copy of a passport or other identity document, including, but not limited to, a notification of the start of activity as an individual entrepreneur, for a legal entity – a certificate of state registration of a legal entity from the e-Government portal;
a menu compiled by their chef, with prices for each dish indicated in it;
Payment terms;
terms of delivery of products (services);
quality certificates for food products;
for a legal entity – the decision of the founder or another document provided for by the charter confirming the authority of the person signing the agreement;
for a legal entity – a certificate of registration with the tax authority;
documents confirming work experience over the past 5 years in a homogeneous market of the service provided (acts and/or invoices, etc.)
documents confirming the presence of a chef, chefs in the number of 2 people, an administrator, dishwashers, a cashier, as well as documents confirming their professional qualifications (employment contract, contract for the provision of paid services, diplomas, certificates, certificates of advanced training, etc.);
written consent to the above requirements for a potential service provider.
The participant is not allowed to participate in the competition:
if there is an affiliation;
who is not a resident of the Republic of Kazakhstan.
The order of the competition:
The Commission reviews the documents submitted by the participant within 5 working days;
During this period, the Commission verifies the completeness of the documents provided by the participant, as well as evaluates and compares them. In addition, the UMC analyzes the menu provided by the participant as part of the application for compliance with below-market prices. According to the results of the marketing analysis, the UMC provides an expert opinion.
If the participants of the competition provide an incomplete set of documents, if the documents do not meet the requirements of JSC AlES (including requirements for providing prices below market prices), the applications of the participants of the competition are subject to rejection.
The Commission determines the winner of the competition from those who have proposed the best conditions for fulfilling obligations in comparison with other participants.
If prices are equal, conditions for providing hot meals, and all necessary documents are available, the winner is the participant with more experience in the market.
With equal prices, conditions for providing hot meals, availability of all necessary documents, and equal experience in the market, the winner is the participant who previously submitted an application to participate in the competition.
If one participant participated in the competition, who submitted an application with a full set of documents and meets the requirements of this DIN, then he is recognized as the winner of the competition.
The decision of the commission is adopted by open voting and is considered adopted if a majority of votes from the total number of members of the commission is cast for it. In case of equality of votes, the decision voted for by the Chairman of the commission is considered adopted.
The results of the competition are drawn up in the form of a protocol of the results. The protocol is a document recording the results of the competition and the obligations of the winner and JSC AlES to conclude an Agreement on the terms determined by the competition. The protocol contains information about the participants, the winner, and other information at the discretion of the commission.
According to the results of the competition, AlES JSC, within 3 working days from the date of signing the protocol of results, sends a Notification to the winner of the recognition of his competitive application that won the competition (Notification to the winner of the competition). Simultaneously with the notification, AlES JSC sends the draft Agreement to the winner of the competition.
The participant recognized as the winner of the competition, within 5 working days from the date of receipt of the notification, signs the Agreement and returns it to JSC AlES. At the same time, the Agreement must be signed by the parties within 10 working days from the date of approval of the protocol of results.
