There is no analogue in world practice…
Anatoly Fishchenko, Deputy Director of the Center for Computer Science and Technology, spoke about his work and the formation of the department.
After graduating from school in 1975, when choosing an educational institution, Anatoly settled on the Alma-Ata Energy Construction College. He was attracted to the energy industry because of its demand.
“After all, without electricity there will be no water or gas, trains will not travel and planes will not fly, steel will not be able to be smelted to build spaceships and powerful icebreakers.
Immediately after graduating from college, Anatoly got a job at Omsk CHPP-5. To him, it seemed like a huge colossus, which obediently obeyed people with a capital “M” – Energy Engineers! Then service in the Soviet Army. In 1981, immediately after the army, he got a job at the installation site of CHPP-2 – as a 2nd category fitter. Already while working at CPVT, Anatoly graduated from the Almaty Institute of Energy and Communications with a degree in thermal power plants.
– In 1981, I moved to CHPP-2 in the fuel transport workshop, where I oversaw the installation of a car dumper. After the installation was completed, he worked as a car dumper operator. I would like to note that the first car unloaded at the car dumper was mine. Promoted to shift manager of the fuel and transport department. Developed a hot grid for harmful work experience of 15 years instead of 13.5 years. Then I was offered to head the workshop as deputy head of the workshop for operation.
Anatoly’s first mentors were such energy legends as Akhat Nikhatovich Kalendarev, Serik Suyunbekovich Tyutebaev, Nurlan Taufikovich Mukhamed-Rakhimov, Baktybek Tleukenovich Sholanbaev.
When the Fuel Reception and Unloading Center (FRPTC) was formed, Anatoly Aleksandrovich was offered the position of Deputy Managing Director. And for 25 years now he has been the deputy director of the Center for Computer Science and Technology.
– You can say that I am one of the founders of the department. The three of us, the first Managing Director Sholanbaev Baktybek Tleukenovich, the chief engineer Mamkin Rafkhat Gazizovich and I, selected personnel and developed the strategy of the department. It is special for us, there is an expression “There is no analogue in world practice.” This is a railroad inside the energy sector.
There are few workers left who in 1998 began working in the newly created department of the Center for Transport. Sanych’s personnel number is 0001. I have a lot in common with Anatoly Sanych; without his knowledge and experience, we would have had a hard time during the formation of the department. Mutual assistance, dedication to the team and production – this is what we stand on and will continue to stand on.

The uniqueness of the CPVT JSC “AlES” is that it was created according to the European standard. This division performs the functions of another non-energy related industry. The main goal of creating the department was to allocate the railway facilities of three stations for the maintenance of access railway tracks, shunting work for arranging cars at the unloading front, operation and maintenance of the locomotive fleet, and manual unloading of fuel from gondola cars.
– All the headaches of the management of the thermal power plant associated with problems from the railway, the Central Electrical Transport Center took upon itself. And one of the main achievements of the division is the absence of multimillion-dollar fines for idle cars, which the power engineers paid to the railways. At the time of creation of the department, the number of personnel was 86 people. Today the department’s staff is fully staffed and amounts to 145 people. Combining the personnel of three power plants in one enterprise made it possible to quickly use them at the necessary facilities. Over 25 years there have been large changes in the amount of cargo handled. If in 1999 28,710 units of rolling stock were received, now the average is 49,000 units per year.
Anatoly Sanych knows his work very well, all the nuances. 42 years at one company speaks volumes. Every day he begins his work by walking around the posts and calling all the stations. He scrupulously checks and writes down all fuel costs every day. Everything is clear and transparent with him. There are no overexpenditures or shortages – this is the main thing. He is open and honest. Now Sanych has been training two employees of the unit in his work for three months. He passes on his knowledge to the young with trepidation. I thank him very much for this.

My first acquaintance with Anatoly Alexandrovich happened in the spring of last year. His doors are always open for any questions. By the middle of 2020, the downtime of wagons during unloading was reduced to zero, wagon derailments stopped, and the rolling stock underwent repairs and maintenance strictly according to the approved schedule. Few people know Anatoly Sanych, but when you say Fishchenko, everyone knows him. In 2000, moving from the fuel and transport workshop of CHPP-2 to the Central Electrical Power Plant, I practically don’t remember a single issue that was resolved without Fishchenko. He is a very cheerful, active, cheerful, and versatile person in life. An excellent business executive, a good organizer, you can always get good advice and tips from him, both at work and at home.

From the moment of its formation, CPVT confirmed the feasibility of creating a separate division. Anatoly Fishchenko notes that, having overcome certain difficulties and resolved many organizational issues, the team showed stability and reliability of work. That’s why what he likes most about the Center is the close-knit and friendly team. On his banner he would, of course, depict the CPVT emblem.
From the first days I came to work at CPVT, Anatoly Aleksandrovich was always attentive to young specialists. He taught me how to competently work with technical documents and clearly explained the scope of the work. He always gives clear directions no matter what question I ask. I think now there are one in a million such specialists in their field who care about their work.
