PRODUCTION ACCENTS OF ALES JSC: SAFETY AND PROGRESS

Despite the age of production equipment that requires constant attention, the company is able to carry out the reconstruction and modernization of the main capacities without reducing the amount of heat and electricity generated.
– At the moment, our company unites three Almaty CHPP and Kapshagai HPP; Almaty HPP Cascade and Western thermal complex, as well as a fuel loading and unloading center and an industrial repair enterprise “Energo – repair”,-said Nurlan Mukhamed – Rakhimov, Chairman of the Board of JSC “Ales”. – Almost all these enterprises were created in the era of Soviet industrialization, in the military or post-war years. The youngest form of the company-CHP-2-is 33 years old.
Of course, most of these capacities have survived several reconstructions or upgrades. However, today the weighted average wear of the main equipment of energy sources of JSC” Ales ” is more than 60%. The equipment of CHPP-1, CHPP-3 and Cascade HPP has the greatest wear and tear. Therefore, today the company has a clear long-term program for carrying out repairs, capital construction and modernization. These are large-scale events that involve large investments, the use of new technologies and innovative solutions.
However, the society has been carrying out this work continuously and systematically for seven years. Taking into account the strategic importance of the industry and the need to update and develop fixed assets on an ongoing basis, at the same time, the basic principles of creating development potential without prejudice to the interests of heat and energy recipients and without harm to consumers have been developed. Ales JSC is essentially a natural monopoly entity with a dominant position in the market, and with this in mind, tariffs have been determined in accordance with the antimonopoly legislation of the Republic of Kazakhstan. Currently, the electricity tariff of JSC” Ales ” takes into account market, constantly changing prices for raw materials, spare parts, consumables purchased by the company and includes an investment component. It should be recalled that this component is defined for power plants of Kazakhstan within the framework of the maximum tariff established by the government decree of March 25, 2009. Power engineers consider the principle included in the document to be simple and logical – “tariffs instead of investment”.
– Thanks to this resolution, domestic power plants of the country, including those included in the structure of JSC “ales”, were able to create their own long-term investment programs at the expense of the profit received, – explains the deputy chairman of the management board for development Galym Zhanbyrshy. – In particular, this allowed our company to implement a number of important projects for the reconstruction, modernization of production, re-equipment of existing assets in 2009-2012, as well as start new construction. That is, we were able not only to support the current level of energy production, but also to increase it. As a result, the available capacity of ales JSC increased by 175 MW, which corresponds to the launch of a new station equal to CHPP-3.
Among the already implemented ideas, there are a number of projects aimed at solving environmental problems. For example, the reconstruction of ash traps in the boiler units of all three CHPP. These works made it possible to reduce the total emissions of harmful substances by 5600 tons per year. The company also reconstructed the hydraulic units of the Kapshagai hydroelectric power station, the free discharge pipes of the hydroelectric power station cascade, as well as switchgear at all three CHPP, which increased the reliability of power supply to consumers, ensured the safety of the working conditions of service personnel. A high – quality level of Service and effective optimization of the costs of energy resources of the enterprise made it possible to issue a project for the introduction of an automated system for commercial accounting of electric energy-ASKUE. In the period up to 2020, projects are planned for the reconstruction of all three CHPP, Kapshagai HPP, as well as the reconstruction and modernization of the cascade of Almaty HPP.
The company regularly holds public hearings, to which consumers, representatives of authorized and state bodies, Public Associations, the media, independent experts are invited. In addition, financial reports are published annually in the press. This will allow the company to prove its tariff policy, inform the public about the work being carried out and build an honest dialogue by putting all the dots on the “i” on the most pressing issues.
The company is regularly certified and evaluated by regulators, professionals and market experts. Since the beginning of the year, ales JSC has received certificates of international standards: ISO 9001 – Quality Management System; ISO 14001 – Environmental Management System; OHSAS – 18001 health and safety management system. In 2013, Ales JSC, the first of the group of companies of Samruk-Energo JSC, passed verification and received a certificate for greenhouse gas emissions, without which, in accordance with the requirements of the Environmental Code of the Republic of Kazakhstan, the operation of the enterprise would be prohibited.
– This year we will focus on improving production efficiency, introducing energy – saving equipment and advanced technologies, – said Gaziy Ismukhambetov, deputy chairman of the management board for production and chief engineer. – Our main task in the field of personnel and production policy is the Prevention of injuries, comprehensive improvement of working conditions in the workplace. We are glad that there are great progress in this matter, which is also noted by the expert community: at the International Conference and exhibition “KIOSH-2012” the company took the I place in the “Trust” competition in the Nomination “Best safe enterprise of the year”.
At public hearings held in Almaty at the beginning of the year, Chairman of the Board of JSC ” Ales “Nurlan Mukhamed-Rakhimov reported on the implementation of the company’s main production indicators and investment obligations for 2012, spoke about the company’s large-scale plans for the current year. A new collective agreement for 2013-2016 was recently signed at ales JSC.
