“Modernisation of Almaty CHPP-2 with minimisation of environmental impact”

The main fuel is natural gas.
The project implementation period is from 2022 to 2026.
The installed capacity according to the PSD is 557 MW of electrical energy and 957 Gcal/h of thermal energy.
Emissions of harmful substances before the project implementation amounted to 37.1 thousand tons, after which they will decrease to 2.7 thousand tons per year.
One of the key results of the modernization will be a significant reduction in pollution: greenhouse gas emissions will decrease from 4 million to 2.5 million tons per year.
Modern environmental technologies are being implemented at the site:
– continuous environmental monitoring systems (CEMS);
– noise protection covers for gas turbines;
– closed water circulation systems for wastewater treatment;

Financing:
As part of the project ‘Modernization of Almaty CHPP-2 with minimization of environmental impact’, the work is being carried out using own funds and funds from international financial institutions.
November 2022 – a loan agreement was signed between Almaty Electric Power Plants JSC and the European Bank for Reconstruction and Development (EBRD).
June 2023 – Agreement on opening a credit line between Almaty Electric Power Plants JSC and Development Bank of Kazakhstan JSC (DBK) concluded.
June 2023 – a loan agreement was signed between Almaty Electric Power Plants JSC and the Asian Development Bank (ADB).
The financing raised is intended for the implementation of key project stages and the introduction of modern technologies in the energy infrastructure.

As part of the CHPP-2 modernization project under the EPC contract, agreements have been concluded with leading international manufacturers for the supply of equipment.

In December 2024, a gas turbine and gas turbine generator №1 manufactured by Siemens Energy were shipped. In June 2025, they arrived from Germany at the CHPP-2 construction site, passed customs procedures and were installed on the foundation.
In June 2025, gas turbine and gas turbine generator №2 were shipped. In October 2025, they arrived at the CHPP-2 construction site, underwent customs procedures and were installed on the foundation.
In September 2025, gas turbine and gas turbine generator №3 were shipped. Their delivery to the construction site is expected in December 2025.
In June 2025, the shipment of water-heating and steam boilers began. In November, installation work started.

Construction and installation works
As part of the project, active construction and installation work is underway at the site of CHP-2. Contracts have been signed for the provision of engineering services: for technical and author supervision. In order to control the targeted use of the funds raised, the main creditors of the project (the EBRD, ADB and DBK), for their part, have identified a single technical consultant, AFRY.
By the end of 2026, it is planned to complete the commissioning and commissioning of the entire energy complex.

The implementation of the project is regularly monitored by deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, the Maslikhat of Almaty, representatives of political parties, the Almaty Public Council, the media, shareholders of AlES JSC, as well as representatives of creditor banks.
