Almaty CHPP-3 (currently operating)

Year of commissioning – 1962-1967.

Primary fuel – Ekibastuz coal of KSN 0-300 grade:
consumption – 920 thsd. tons/year;
ash content – 42%.

Capacity: rated output power – 173 MW;
available electric capacity – 173 MW;
installed heat capacity – 335 Gcal/h;
available heat capacity – 227 Gcal/h;

In operation: 6 power boilers, 4 turbines.

Dry ash dump: area – 94 ha (22,91million tons).

Project «Reconstruction of Almaty CHPP-3»

Project Goal: Reconstruction of the plant with construction of CCGT, required to cover the maneuver capacity in the Southern part of the Republic of Kazakhstan and to reduce environmental emissions. The goal is also a replacement of the main equipment that has reached the end of its fleet life.

The cost of the project according to the feasibility study: 272.9 billion tenge (including VAT).

Project implementation period: 2022-2026.

The primary fuel is natural gas: planned volume of consumption – 684.2 million m3/year.

Installed capacity: electric power – up to 543.6 MW (ISO);
heat power – up to 160 Gcal/h.

Auction tendering (on the sites of the existing energy producing organizations):

  • On March 17, 2023 the Contract on purchase of service for maintenance of electric capacity availability during construction of newly commissioned generating units with maneuver generation mode was signed with ‘Settlement and Financial Centre for Renewable Energy Sources Support’ LLP.

EPC-contractor selection:

  • 08 September 2023 – Contract with consortium led by KBI Energy Group LLP together with Energo Spets Stroy LLP, Standard Energo KZ LLP, STORY INDUSTRIA LLP was signed.

Project financing arrangement:

  • November 2023 Agreement on joint implementation of the project with Eurasian Development Bank was signed.

Current status:

  • October 2023 replenishment of the authorized share capital in the amount of 50 billion from the Shareholder,
  • EPC contractor has signed contracts for the supply of main equipment,
  • Currently, the stage of comprehensive non-departmental state expert review of P-stage design and construction works is being performed.

Equipment delivery and construction and installation work – 2025-2026.

Commissioning – December 2026.

Dismantling of the coal plant – 2027.
