TARIFF CHANGES IN ALES JSC

Joint-Stock Company “Almaty Electric Stations” informs consumers about the introduction of a tariff of 58.44 tenge / m3 excluding VAT for water supply services through main pipelines from January 1, 2014, approved by the joint order of the Departments of the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies in Almaty No. 260-OD dated December 20, 2013 and Almaty region No. 398- OD of 20.12.13.

Almaty Electric Power Stations JSC: investment in reliability and production development

In accordance with the Law of the Republic of Kazakhstan “On Electric Power Industry”, JSC “Almaty Electric Power Stations” concluded an agreement with the Ministry of Industry and New Technologies on the fulfillment of investment obligations for 2014 in the amount of 5,937.9 million tenge.

The investment program of AlES JSC is aimed at maintaining the current level of production of energy sources, reconstruction and technical re-equipment of existing assets, implementation of environmental protection measures and implementation of energy saving measures.

Under this Agreement, the following main activities are planned, including:

I. Activities aimed at increasing production volumes:

– Clearing of the riverbed in the lower reaches of the Kapshagai hydroelectric power station. The implementation of the project will allow generating an additional 16 million kWh of electricity per year on average;

– Reconstruction and expansion of CHPP-1 with conversion to gas and installation of CCGT/GTU. This project will reduce the plant’s impact on the city’s ecology by completely switching CHPP-1 to natural gas combustion. Planned implementation period 2013-2016;

– Reconstruction and modernization of HPP-1, HPP-2. The project implementation will allow generating an additional 39 million kW of electric power.h per year. Planned implementation period 2013-2017;

II. Measures aimed at reducing production costs:

– Construction of own water intakes at CHPP-1, CHPP-2, which will reduce the cost of water for the technological needs of stations.

III. Measures aimed at maintaining the current level of production:

– Reconstruction of electrical equipment of CHPP-1, CHPP-2, CHPP-3, Kapshagayskaya HPP, HPP Cascade;

– Reconstruction of auxiliary equipment of CHPP-1, CHPP-2, CHPP-3, Kapshagayskaya HPP;

– Reconstruction and construction of buildings and structures of CHPP-3, Kapshagayskaya HPP, Cascade HPP and Head Office;

– Technical measures for the protection of CHPP-3 facilities, HPP Cascade, etc.

IV. Construction of ash dumps:

– Reconstruction of the combined ash and slag removal system at CHPP-2;

– Reconstruction and expansion of the ash dump at CHPP-3.

V. Environmental protection measures:

– Modernization of boiler burners at CHPP-2;

– Elimination of artesian wells at CHPP-3.

Almaty Electric Power Stations JSC: investing in reliable business and production development

In accordance with the law of the Republic of Kazakhstan “On Electric power industry”, “Almaty power stations” JSC signed an Agreement on investment commitments for 2014 in the amount of 5937.9 million tenge with the Ministry of Industry and New Technologies of the Republic of Kazakhstan.
The investment program of “AlES” JSC, aimed at maintenance of the current level of production of energy sources, reconstruction and modernization of existing assets, the implementation of environmental protection measures, the implementation of energy conservation measures.
Within the framework of the Agreement, the following main activities are planned, including:
I. Measures, directed to the increasing of production volumes:

  1.  clearing the river bed in the downstream of Kapchagay HPP. The implementation of the project will allow to generate the electric power additionally at average of 16 million kWh per year;
  2.  Reconstruction and expansion of Almaty CHP-1 with transfer to natural gas and installation of the CCGT/GTP. This project will allow to reduce the impact of the station to environment of the city due to the full transfer of CHP-1 to natural gas burning. The planned implementation period is 2013-2016;
  3.  The reconstruction and modernization of HPP-1, HPP-2. The project realization will permit to additionally generate the electric power of about 39 million kWh per year. The planned implementation period is 2013-2017;

II. Measures directed to the reduction of production cost:

  1.  The building of their own water intakes on CHP-1, CHP-2, which will reduce the costs of water for technological needs of the stations.

III. Measures directed to the maintenance of the current production level:

  1.  Reconstruction of electrical facilities on CHP-1, CHP-2, CHP-3, Kapchagay HPP, Hydroelectric Power Chain;
  2.  Reconstruction of support equipment on CHP-1, CHP-2, CHP-3, Kapshagay HPP;
  3.  Reconstruction and construction of buildings and structures of CHP-3, Kapshagai HPP, Almaty Hydroelectric Power Chain and the Head office;
  4.  Technical measures for protection of objects on CHP-3, Almaty Hydroelectric Power Chain, etc.

IV. Construction of ash dumps:
– Reconstruction of the combined ash-and-slag removal system of CHPP-2;
– Reconstruction and expansion of an ash dump of CHPP-3.
V. Environmental protection actions:
– Modernization of burner assemblies of CHPP-2 boilers;
– Elimination of artesian wells of CHPP-3.

Indeed, it is difficult to overestimate the importance of the work of power engineers, whose tireless work creates one of the most necessary goods-light and heat, which provides comfort in the homes of all citizens of Kazakhstan.

Opening the ceremony, Chairman of the Management Board of AlES JSC Nurlan Mukhamed-Rakhimov congratulated his colleagues on their professional holiday, noting the successful work of each of them for the benefit of the country’s prosperity, wishing everyone happiness, health and further prosperity of the company.

The Almaty power Complex celebrated its 70th anniversary this year. Continuity of experience and traditions of the older generation for the young is the basis for further development of the energy sector of the largest city in the country.

Energetika Day is traditionally celebrated on the third Sunday of December, when representatives of one of the most peaceful and creative professions are honored throughout the country.

On the eve of the professional holiday, the Almaty Power Complex sums up its results and awards the best employees of the industry with orders, medals, certificates of honor, and the title of “Honored Power Engineer”. It is no coincidence that the solemn event was held at CHPP-1-the oldest power plant in Almaty, which today is located within the city and previously had a great impact on the environmental situation in Almaty. Therefore, the task of CHPP-1 not only to provide heat, but also to be environmentally safe, has been successfully solved, but environmental issues are still of paramount importance for the enterprise.

So, since 2012, the company has completely switched to gas, and coal has become a reserve fuel, despite the fact that the cost of heat produced on gas is 30-40% higher than when using coal.

The Almaty energy complex includes JSC “AlES”, which generates electricity, JSC ” Alatau Zharyk Companyasi “(JSC “AZhK”), which is responsible for the transportation of electricity and LLP “AlmatyEnergoSbyt”, which maintains accounting, control and delivery of energy to consumers. Thus, the division of the production process into three components-production, transportation and sales-allows us to introduce new business models that are successfully used by the power engineers of the Almaty power complex. First of all, this system provides for mutual control and minimizes various costs. At the same time, according to the decision of the single shareholder of Samruk-Energo JSC, most of the earned funds are invested in the program of modernization of electric networks.

According to Mikhail Hamburger, General Director of AlmatyEnergoSbyt, today the energy sales company, which is part of the Almaty Energy Complex along with its partners, serves a total of 2,806,053 consumers in the region. Of these, there are 1,487,341 subscribers in Almaty and 1,318,712 in Almaty region.

– Over the past year, the number of subscribers consuming electricity has increased by 44,000 and the increase is constant, which requires the power engineers of Almaty and Almaty region to “keep their finger on the pulse”, meet the increased requirements for safety and uninterrupted power supply, M. Hamburger emphasized.

The tireless work of power engineers has been awarded state and government awards. Thus, the Kurmet Order was awarded to Galym Zhanbyrshi, Deputy Chairman of the Management Board for Development of AlES JSC. A letter of thanks on behalf of the Prime Minister of the Republic of Kazakhstan was presented to Nurlan Mukhamed – Rakhimov, Chairman of the Management Board of AlES JSC. Four employees of the Almaty Power Complex were awarded the high title of “Honored Power Engineer of the CIS Electric Power Council”. The title “Ardager energetik-KazakstanElektr energetikalyk Kaumdastygy” was awarded to six employees of the company. In addition, the most distinguished employees were awarded by the KAZENERGY Association and the Ministry of Industry and New Technologies of the Republic of Kazakhstan.

Almaty energy Complex, being the basis of the economic development of the megacity, confidently looks to the future and invests in human capital. It is no secret that the basis for the prosperity of society in the modern world is energy. Electricity is firmly embedded in our daily lives. The truth about people, representatives of the most peaceful and creative profession, which deserves all respect, we remember only in those rare cases when the houses become dark and uncomfortable.

The Almaty power complex has been providing heat and light to the entire region for 70 years. In the process from production to energy supply to consumers, hundreds of people work around the clock, without breaks and weekends in a shift schedule. The regional energy complex owned by Samruk-Energy JSC includes three independent companies, each of which performs its own specific functions. Thus, the power generating process is subordinated to JSC ” Almaty Electric Stations “(JSC “AlES”), the transportation of generated energy is handled by JSC” Alatau Zharyk Companyasya “(JSC” AZhK”), the sale of generated and delivered energy falls on the shoulders of JSC”AlmatyEnergoSbyt”. The entire complex serves a total of 2,806,053 residents of the region, including 1,487,341 citizens, and 1,318,712 residents of the Almaty region, and, according to Mikhail Hamburger, General Director of AlmatyEnergoSbyt, the number of energy consumers is increasing every year.

IN WINTER, THE APARTMENTS OF ALMATY RESIDENTS WILL BE WARM AND COMFORTABLE

Most of the residents of Almaty, as a rule, do not think about where and how electricity comes from in their apartments, and hot water in taps and heating batteries. And, of course, he has no idea how this complex and diversified economy has been functioning almost uninterrupted for many decades. That is why the proposal of the management of the Samruk-Energo Joint–Stock Company to acquaint journalists with the work of its subsidiary joint-stock companies – Almaty Electric Power Plants and Alatau Zharyk Companies – the main enterprises of the Almaty energy complex – aroused sincere interest among reporters.
The oldest Almaty power plant, CHP-1 on Seifullin Avenue, will celebrate its 80th anniversary in a year. This station can be called unique – it has been continuously providing heat and electricity to the city for eight decades. At the same time, for many years it was the most economical thermal power plant in the USSR! Of course, over all these years, CHP-1 has been repaired and modernized more than once. A few years ago, its boilers, originally designed for burning coal, were switched to natural gas, which dramatically improved the environmental situation in the city. However, during the reconstruction, a prudent decision was made to leave the possibility of these boilers working on coal and fuel oil. Now, if an emergency occurs and the gas supply suddenly stops, the station will be able to switch to another type of fuel without stopping. Its emergency reserve has also been created – more than half a million tons of coal, 45 thousand tons of fuel oil.
CHP-1 and CHP-2, which is located on the outskirts of the city, in the village. Algabas are designed for both hot water and electricity generation. However, the main volume of electricity is supplied to the city via 500 KV transmission lines from the north of Kazakhstan and from the south – from the Dzhambul thermal power plant and hydroelectric power plants of Kyrgyzstan. Kapshagai HPP, the newest and most modern Moynak HPP on the Sharyn River and a cascade of small hydroelectric power plants on the Bolshaya Almatinka River contribute. By the way, this cascade, which was built during the war and the first post-war years, is expected to be seriously modernized in the near future, replacing old Italian and German turbines of the 30-40s with modern equipment, as a result, electricity generation here will increase by 42 million kWh per year.
There is enough energy supplied to the city. The problem, which was very acute until recently, was something else. There were catastrophically not enough transformer substations that lower the voltage from 500 and 220 kilovolts to a lower one for further distribution to the districts of the city. Many people probably remember the accidents at substations a few years ago, which de-energized entire residential areas. As a result, a whole range of measures has been developed to improve the reliability of the city’s energy supply. Over the past five years, JSC AZHK, together with the Mayor’s Office of the city, built and modernized 29 transformer substations (TP) and soon the creation of a kind of ring of them around Almaty will be completed, each of which will insure the neighboring one. The most modern is the Ermensai shopping center, located in the southern foothills of the Alatau. The journalists who arrived at the substation noticed that talking about the new TP, Deputy Chairman of the Board of JSC AZHK Nikolay Tushinsky was sincerely proud of the results of his colleagues’ work.
The station is really beautiful and technically perfect. Firstly, it occupies several times less area than previous devices. Secondly, although the equipment of the world’s largest companies is not cheap, the station is much more economical than the old ones and energy losses are minimal here, it operates in automatic mode and requires several times less maintenance personnel. Thirdly, and most importantly, the station is disproportionately safer than the previous ones. Even plugging a plug into a home outlet can cause a spark – a small electric arc. Now imagine a switch with 500 thousand volts!
But here it is absolutely safe to turn on a voltage of 500 kW – the process takes place in a special gas environment and the arc does not occur at all. The possibility of fire is zero. Nevertheless, powerful transformers, when the slightest spark occurs, are instantly enveloped in a dielectric gas shell – this is another, completely unnecessary degree of safety.
-The main amount of hot water heating our houses is generated by CHP-2, built in the western part of the city behind the Burundai hill. It is more than 30 years old and was designed in such a way that only high-ash cheap Ekibastuz coal can serve as fuel for it. Although it was built with a large reserve of power, but the rapid growth of the city has already exceeded all calculations. The station needs to be expanded, fortunately, such a technical opportunity was provided. And construction of a new 8th boiler unit and an electric generator turbine will begin soon, which will be launched in 2016. And in the foreseeable future, there will be two more sets of the same.
A curious thing, it turns out, is that the hot water supplied from here to our heating batteries is of drinking quality! This was stated by Chairman of the Board of Almaty Electric Power Plants JSC Nurlan Mukhamed-Rakhimov, inviting journalists to the new, newly built heat reception complex on the territory of CHP-1. This complex receives water heated to 100 degrees from CHP-2 and distributes it through heating networks to the central, eastern and northern parts of the city. Historically, it was from here that the main heating networks diverge from the districts, and the old CHP -1 could no longer cope with the needs of the city. Now heat comes here from CHP-2 and is distributed along the necessary highways by only one dispatcher from a computer control panel. Huge valves and giant pumps are controlled by pressing a button on the remote control, hot water can be turned on, off or redistributed very quickly and with minimal losses. And this now makes it possible to duplicate stations if necessary, which is important in case of unforeseen situations.
It is possible to talk about the complex and very important work of the urban heat and power complex for Almaty residents for a long time – experts have given a lot of interesting and unexpected facts for the uninitiated, including how much effort is spent by thermal power engineers to keep power grids, transformer facilities, boilers and turbines, thermal mains in working condition. After the final briefing, at which Vladimir Li, Deputy Chairman of the Board of Samruk-Energo JSC, summed up the overall results of preparations for winter, journalists asked him when do you usually start preparing for winter?
“Our “winter”, the heating period, always ends on April 15th,” he said. – And the preparation for it is already the next day, on the 16th. The amount of work is huge, and there is very little time for this – only six months.”
