Areas of responsibility within the Company:
1. Organization, support and practical implementation of the Company’s policy in the field of investment projects. Ensures the initiation and implementation of investment projects of AlES JSC. Determines the investment policy and promising direction of development of the JSC in a market economy. Ensures the organization of medium- and long-term planning of investment activities of AlES JSC. Ensures the identification of sources of financing and the organization of work to attract funds for financing investment projects of AlES JSC in conjunction with the Managing Director for Economics and Finance. Ensures the implementation of investment projects in terms of reconstruction, modernization, technical re-equipment, expansion and new construction of AlES JSC facilities . Provides control and analysis of the implementation of AlES JSC investment projects. Ensures the fulfillment of concluded investment contracts, agreements and obligations in terms of capital construction, reconstruction and modernization of production, and the targeted and rational use of investment resources.
2. Organizes and ensures the investment activities of AlES JSC, reconstruction, modernization, technical re-equipment, expansion and new construction of AlES JSC facilities. Ensures monitoring of the implementation of investment projects. Participates in the preparation of business plans for technical re-equipment and improvement of production efficiency, in determining the necessary financial resources, including investor funds, for construction, design and purchase of equipment, as well as sources of financing for capital investments. Organises the development and implementation of investment projects in terms of capital construction, expansion, renewal, support, reconstruction and technical re-equipment of existing assets, ensuring their coordination and approval in accordance with the established procedure.
3. Control over the quality and timeliness of investment projects. Organizes the timely issuance of all materials necessary for the development of pre-project and design and estimate documentation for construction and reconstruction projects. Ensures the completion of work on the delivery, acceptance and commissioning of investment projects. Interacts with state and non-state organizations within the framework of the Company’s public relations development.
4. Interaction with authorized and state bodies. Ensures control over the timely collection, analysis, formation and provision of information on the Company’s investment activities to authorized and state bodies. Represents the Company’s interests before state and authorized bodies, legal entities and individuals in the areas of activity under its supervision.
5. Personnel management, personnel development. Within the framework of the Company’s internal procedures, formulates and communicates key performance indicators for accountable divisions, policies, regulations and strategic priorities for the Company’s development, prepares successors for his position and for key positions in the divisions under his supervision, ensures the continuous development of personnel, improvement of qualifications and training, and creates a productive working environment with the aim of increasing the motivation and productivity of its subordinates.
6. Compliance risk management. In accordance with the legislation of the Republic of Kazakhstan and within the framework of the Corporate Compliance Standard, the compliance function of Samruk-Kazyna JSC is responsible for establishing and implementing systems for preventing and combating corruption in the divisions and processes under its supervision. It ensures the development, implementation, maintenance and review of the anti-corruption management system, including policies and objectives, to respond appropriately to existing and emerging corruption risks, promote a culture of compliance, anti-corruption and intolerance of violations. Ensures the application of compliance policy requirements in the processes of supervised structural divisions, conducts high-quality and timely analysis of compliance (including corruption) risks in supervised processes, and develops and implements measures to mitigate them. responds in a timely manner to incidents identified as indicators of corruption risks. Monitors the continuous professional development of responsible employees by ensuring that they undergo training on various aspects of compliance and anti-corruption, and that anti-corruption activities are properly documented, including the competence of responsible employees. Ensures timely reporting to the Compliance Officer of any facts that have come to their attention regarding violations of compliance policies and the legislation of the Republic of Kazakhstan by company employees, regardless of department or management level, as well as the timely provision of requested reports, information and documents to the Compliance Officer. Is responsible for corruption offences and crimes committed by employees directly subordinate to them if a link is established between the corruption offence committed by the subordinate and the manager’s failure to perform or improper performance of their official duties to prevent corruption offences.
