AlES: public hearings of the report according to the results of the 1st half of 2024 for regulated services
On July 23, 2024, «AlES» JSC conducted a report on the results of the first half of 2024 on the execution of the approved tariff estimates, on the execution of the approved investment program for regulated services – thermal energy production, water supply through main pipelines to consumers and other interested parties.

JSC «AlES» is a natural monopoly entity, which is included in the Republican section of the State register of natural monopoly entities for the production of thermal energy and water supply by main pipelines, the Chairman of the Management Board noted in the report JSC «AlES» Mashirov E.K.
The volume of services provided in the approved tariff estimate for thermal energy production services is provided in the amount of 5.6 million Gcal. Income from the sale of thermal energy amounted to 15,800 million tenge, expenses 16,436 million tenge. The loss in the first half of 2024 amounted to 636 million tenge. The reason for the loss is the current one The tariff for thermal energy production services does not provide for cost recovery provision of regulated service and and generating profits to be used for the development and effective functioning of a natural monopoly entity.
By joint order of the DKREM for Almaty city and the Almaty region, as well as the Ministry of Energy of the Republic of Kazakhstan for 2024 approved the investment program of JSC «AlES» for the production of thermal energy at its own expense in the amount of 1,996.9 million tenge. According to the normative legal acts regulating the activities of the natural environment entity monopolies, indicators of the investment program are approved for the year, while the actual performance for the 1st half of the year amounted to 394.7 million tenge or 20%. By the end of 2024, «AlES» JSC predicts the full implementation of the indicators of the approved investment program. A joint order of the DKREM for Almaty city and the Almaty region, as well as the Ministry of Energy of the RK approved an investment program for water supply services through main pipelines for 2021-2025.
