MODERNIZATION OF SOURCES, THE ENERGY INDUSTRY TOLD ABOUT THE FULFILLMENT OF INVESTMENT OBLIGATIONS DURING A PRESS TOUR TO THE ALMATY CHP-2

Wear and tear of the main equipment of energy sources of JSC” ales ” amounted to 60-70 percent. The most outdated are CHPP-1, CHPP-3 and Cascade HPP. Capital-intensive investments did not make it possible to carry out the necessary repairs within a year, therefore, in accordance with the commitments made, a number of measures were carried out for the reconstruction, expansion and Technical re-equipment of the equipment of energy facilities in 2009-2013.
In 2009-2012, 51 billion tenge was spent on modernization, of which 3.3 billion is due to the investment component for the production of thermal energy. The measures were carried out in the following areas: increasing production volumes – 31.0%, reducing production costs – 3.1%, maintaining the current level of production-33.1%. As well as the construction of ash heaps-17.8 and environmental measures-15.0 percent.
In particular, CHPP-1, CHPP-2 were reconstructed and expanded, the telemechanics system was modernized, magnetic pointers were installed at three CHPP. The fan cooling towers, steam pipes of boilers and turbines, and desalination plants were reconstructed. The channel in the lower section of the kapshagai hydroelectric power station and others will be cleared.
According to Gazia Ismukhambetov, deputy chairman of the management board for production – chief engineer of ales JSC, modernization of facilities is aimed at expanding production volumes and maintaining the current level of equipment.
– With the beginning of the heating season, a new heating main, boiler, collector Main will be tested this year, – says Gaziy Ismukhambetov. – These facilities will allow loading CHPP-2 under thermal load, unloading CHPP-1, which will have a positive effect on the ecology of the city. Two lines of the new heating main will increase the reliability of its supply, Deputy Managing Director for capital construction of Almaty CHPP-2 Vladimir Bychkov said.
– A lot of money is spent on re-equipment, – explains Vladimir Bychkov. – There was a period when the level of tariffs did not allow financing investment projects. However, with the introduction of a marginal tariff system in the Republic, it became possible to seek funds for development.
According to the head of the Department of the agency for regulation of natural monopolies of the Republic of Kazakhstan for Almaty Dauren Zhandarbek, tariffs for natural monopolies are now formed taking into account the investment component. Investments in the modernization of facilities are made at the expense of the enterprise’s own funds, Republican and borrowed funds.
According to power engineers, the implementation of the above measures led to an increase in electricity generation and available capacity.
Morally and physically outdated equipment has been replaced by modern equipment.
In addition, to improve the environmental situation of the metropolis and reduce emissions of harmful substances into the environment, work was carried out on the installation of ash traps and modernization of fuel devices at CHPP-1, CHPP-2, CHPP-3.
In addition, the main and auxiliary equipment is overhauled every year to avoid accidents. Carrying out repairs has led to a more than 50 percent reduction in accidents.
Also, to ensure the production of Electrical and thermal energy, the company annually purchases: pumping equipment, electric motors, special mechanisms and special equipment for equipping workplaces. Replacing old equipment allows you to restore the design characteristics of the main equipment, as well as improve working conditions and production culture.
According to experts, the implementation of investment obligations will ensure uninterrupted supply of electricity and heat to the Almaty region and Almaty.
