Modernization of CHPP-2: under public control

A delegation of members of the Public Council of the city of Almaty visited AlES JSC for the purpose of public monitoring of CHPP-2 reconstruction works. The delegation was headed by Dmitry Nikolaevich Laktyushin, Chairman of the Commission No.2 for Construction, Architecture, Urbanism, Land Relations and Development of Public Spaces, General Director of UV Group LLP.

The delegation also included representatives of the commissions of the Public Council of the city of Almaty – specialists in the field of construction, metallurgy, installation, maintenance and supply of equipment for the energy sector, experts. Monitoring is carried out in accordance with the powers provided for by the Law of the Republic of Kazakhstan “On Public Councils”, in order to fulfill the OS work plan and in connection with the high public attention of Almaty residents to the urban CHPP-2 modernization project.

“We as Almaty residents understand one of the most important problems of our city – its ecological state. Therefore, we would like to inform our residents and guests of Almaty about how the station is being reconstructed and work to improve the environmental situation, how the project will improve the situation with emissions into the atmosphere. I would like all this to be clear to the townspeople,” Dmitry Laktyushin outlined the all-social monitoring.

The monitoring mission was able to visit the observation deck of the construction site, as well as ask questions of concern to the townspeople, to the specialists of AlES JSC. Managing Director for Development and Construction of the company Yerzhan Burambayev and Customer Engineer Andrey Chibuk informed about the project and the progress of work.

In particular, they recalled the main environmental goals of the project: “Reducing emissions of harmful substances by 93%, from 37.1 thousand tons to 2.7 thousand tons, during the implementation of the gasification project of the Almaty CHPP-2, will be achieved by using natural gas in efficient gas turbine installations that ensure emissions of harmful substances into the atmosphere at the level of EU requirements, which meets the requirements of the Republic of Kazakhstan for the introduction of the best available technologies. SO2 emissions will decrease by 38%, from 4 million tons to 2.5 million tons.”

In May 2023, an EPC Contract was concluded with a consortium of Chinese companies according to the EBRD rules, as well as prepared in accordance with the provisions of the Yellow Book of FIDIC. Financial partners, in addition to the European Bank for Reconstruction and Development, are the Development Bank of Kazakhstan and the Asian Development Bank. Adaptant Feasibility Study – Institute of KazNIPEnergoprom JSC. The project received the conclusion of the RSE “Gosexpertiza” Within the framework of the project, author and technical supervision over the progress of construction is carried out.

Suppliers are the world’s leading manufacturers: Siemens Energy Globa lGmbH & Co. KG (Germany) – gas turbine units; Dongfang Boiler Group Co., Ltd (PRC) – heat recovery boilers; Dongfang Turbine Co., Ltd (PRC) – steam turbine and generator; Wuxi Huaguang Environment & Energy Group Co. (PRC) – hot water and steam boilers.

Some of the equipment has already been placed on the site of the station, some are in temporary storage warehouses in Khorgos (PRC), and some items are on the way through the territory of Kazakhstan. The main equipment is supplied in strict accordance with the EPC contract schedule, and an active phase of installation work is underway for the construction of hot water boilers and a gas treatment station.

Social activists were also interested in the course of the work itself, the status of the project. Power engineers and builders informed that at the moment preparatory work is underway in terms of the construction of monolithic foundations, walls and columns, the construction of monolithic anchor pedestals, metal structures and waterproofing. Overall completion of piling is 90%.

Due to the continuing interest in the project of Almaty residents, following the meeting, representatives of the OS of the city of Almaty, project participants and representatives of AlES JSC agreed on constant monitoring and informing the public. To this end, it was also decided to create a permanent working group that will keep Almaty residents and everyone interested in the implementation of the project.
