CHHP-2: Transparency, Development, Dialogue

parties and the National Chamber of Entrepreneurs ‘Atameken’

On 9 July 2025, two separate visits took place at the construction site of CHPP-2 named after A.Zhakutov. In the morning, the facility was visited by Sergey Ponomarev, a deputy of the Mazhilis of the Republic of Kazakhstan, deputies of the Maslikhat of Almaty, representatives of the AMANAT and Auyl political parties, as well as the Energy Department of Almaty and the Akimat of the Alatau district. In the afternoon, a delegation from the National Chamber of Entrepreneurs of the Republic of Kazakhstan Atameken arrived for a familiarization trip. These two visits highlighted the special attention that society, the state, and business are paying to the implementation of this strategically important project to modernize the energy infrastructure of the southern capital.

Deputy Sergey Ponomarev had previously visited the station six months ago together with representatives of the AMANAT party. This time, he familiarized himself with the current results of the project’s implementation, watched video material and visited the construction site, where specialists from AlES JSC gave a detailed account of the technical solutions, implementation deadlines and key objectives of the project.

“CHPP-2 is not just a power generation facility. It is an element of stability and environmental safety for Almaty,” said the deputy. “I continue to monitor the progress of construction, as voters often raise questions about the project. It is important that AlES conducts systematic educational work among the city’s residents. People need to understand what technologies are being implemented and what results they will produce.

Sergey Ponomarev also emphasized the importance of switching to combined cycle gas turbine plants as an integral part of modernizing the country’s energy sector:

“In the context of global climate change and growing energy consumption, environmental friendliness, efficiency and technological sophistication are becoming key factors. The CHPP-2 modernisation project meets these challenges.”

In the afternoon, a delegation from the Atameken National Chamber of Entrepreneurs visited CHPP-2 on a working visit. Representatives of the business community and experts from the chamber arrived to study the industrial modernization of the plant, which is being implemented as part of the state’s environmental agenda.

The visitors were given a detailed presentation on the progress of the construction of the combined cycle gas turbine plant, an overview of the key stages of implementation, and data on the reduction of pollutant emissions and the improvement of the plant’s energy efficiency. A tour of the construction site was also organized, where representatives of AlES JSC provided explanations on each stage of the technological cycle.

“Openness and transparency of large infrastructure projects are particularly important for the business community. We highly appreciate the level of organization of work at CHPP-2, the approach to ecology and staff training,” said representatives of the chamber. “Such initiatives are not only a contribution to the energy sector, but also a stimulus for the development of production chains, localization and new business partnerships.

During the visit, special attention was paid to the participation of Kazakhstani businesses in the project, including in terms of supplies, logistics, engineering and maintenance.

The project ‘Modernization of Almaty CHPP-2 with minimization of environmental impact’ is being implemented on the basis of an order from the President of the Republic of Kazakhstan, K.K. Tokayev, dated 10 July 2021. The new power unit based on a combined cycle gas turbine will significantly reduce emissions of sulphur oxides, nitrogen, dust and CO₂, as well as increase the reliability and environmental friendliness of heat supply in Almaty and the Almaty region.
The implementation of the project is a contribution to the ‘green economy’, sustainable development and energy security of the country.
